Project Description

The Central Pasco Beneficial Water Reuse Project, located in Land O’ Lakes, Florida, is a “Public – Private” venture involving Pasco County Utilities Service Branch (PCUSB), the Southwest Florida Water Management District (SWFWMD), and the 4G+1 Ranch. The project consists of the construction of 15 independent cells, each with unique design features including wetland delineation and buffers, deep zone layout and sizing, flow control paths, specific planting/seeding species, sequential aquatic zone paths, and constructed berms and islands. In total, the project created 133 wetted acres, allowing for 5 MGD of reclaimed water hydraulic load to infiltrate into the heavily-depleted Floridian and surficial aquifers within the region.

P&J provided construction contractor services in a “Construction Manager at Risk” (CMAR) role. As CMAR, P&J was able to work collectively with the PCUSB, SWFWMD, and 4G+1 Ranch, as well as the Client Consultant CH2M, throughout design and construction. This facilitated successful collaboration between all parties throughout permitting, funding, estimating, contract negotiations, value engineering, operations and maintenance, landowner coordination, QA/QC, and construction services.

The project contained 15 non-linear independent cells, each with distinct elevations, grading, and specialized designed aspects. Through a combination of GPS-enabled equipment and Trimble Access-compatible survey instruments, the project team was able to perform all earthwork operations, including excavation, placement of embankment and topsoil, and installation of the piping network.
